Request for Proposals (RFP): International rPET Expert-Led Consultancy

ThirdWay Partners invites qualified consultancy firms and expert teams to submit proposals for an integrated advisory assignment supporting the development of Morocco's first food-grade recycled PET (rPET) value chain under the SWITCH to Circular Economy Value Chains (SWITCH2CE) programme.

The consultancy will provide strategic and technical support to the ECCBC–LGR Food-Grade rPET Project, helping strengthen Morocco's PET recycling ecosystem and advance a viable bottle-to-bottle recycling model.

Assignment Overview

  • Duration: 5 months from contract signature

  • Location: Morocco (including at least one in-country mission)

  • Language: English (French and/or Moroccan Arabic required for field engagement)

  • Contract Type: Consultancy Services

Scope of Work

The selected consultant will provide integrated advisory services across five key workstreams:

  • rPET Plant Configuration – Review and optimise the proposed recycling facility to meet international food-grade standards and certification requirements.

  • Feedstock Sourcing – Assess domestic PET collection systems and develop sustainable feedstock sourcing strategies, with contingency options for regional supply.

  • Market Assessment – Evaluate demand, pricing, buyers and commercial opportunities for food-grade rPET in Morocco and regional markets.

  • EPR Alignment – Assess how emerging Extended Producer Responsibility (EPR) frameworks may impact collection systems and project viability.

  • Certification Readiness – Develop a roadmap, procedures and implementation tools to support food-grade certification and supplier approval.

Minimum Requirements

Applicants should demonstrate:

  • At least five years' experience in plastics recycling, rPET value chains or circular economy advisory.

  • Expertise in food-grade recycling standards (EFSA, FDA, ISO).

  • Experience in value chain analysis, investment advisory or industrial development.

  • Previous work in emerging markets, preferably within Africa or the MENA region.

  • Strong English language capability, with French and/or Moroccan Arabic preferred.
